Is being a Noachide a separate religion?

On making a new religion is a prohibition found in Deuteronomy 13.

So can one call oneself a Noahide?
Or does someone then create their own religion?

Fundamentally, a Noahide is someone who is not Jewish, but has Jewish beliefs.
So this means that a person may not make up his own rules and beliefs. A Noahide follows that which is written in the Bible, and the interpretation of that which is written.

As Deuteronomy 13 describes, it is not for us to follow other prophets or other people who teach something that is not in line with the Torah itself.
Within the Jewish people, the Levite has different duties and responsibilities and thus different precepts than the other Jewish tribes.

Within the tribe of the Levites, the priests have specific duties with specific precepts attached.
There is no difference in value or prestige in this; there is a difference in mission. Where a priest must prepare for specific rituals, not all of this applies to the Levite who is not a priest, or to the Israelite who is neither.

So the same is true for a Noahide. He or she has been given different precepts that fit a different task in this world.
By doing what G-d asks of a Noahide, we can take the world to a higher level.
